I was working at the donut shop one day, reminiscing about the Family Guy episode from the previous night. Thought about the scene where Stewie imagines himself and Connie as an old married couple and she does something, and he looks wryly back at her for some reason. The whole point of this cartoon was just to do the eye thing. I was thinking, "who would do the eye thing and make it funny?" Dora the Explora's frenemy Swiper fit the bill.
