In response, Russia has withdrawn from the INF treaty, and announced plans to deploy medium range nuclear missiles to the Kaliningrad enclave. Fearing nuclear blackmail from Russia, Poland, Latvia, Estonia and Lithuania have launched a daring plan to capture the Russian enclave of Kaliningrad. The Baltic Alliance's plan is to cut off land, air and sea access to Kaliningrad, starving the Russian garrison into submission. NATO is neutral...for now
